FMCSA rule is delayed

Colorado residents who work in the trucking industry should be aware that the Federal Motor Carrier Safety Administration published a notice on February 1, 2017, that officially implemented a delay of their new rule's effective date. It sets national standards for truck driver training. The Minimum Training Requirements for Entry-Level Commercial Vehicle Operators rule was scheduled to become effective on February 6, 2017, after the Federal Register published it on December 8, 2016.

The FMCSA has postponed the rule's effective date to March 21, 2017, in accordance with an order that federal agencies halt creating new rules and postpone published ones that are not yet effective like the training rule for entry-level drivers. The presidential order prohibits the rules from being implemented until 60 days after the issuance of the presidential memo that was released on January 20, 2017.

In the notice, FMCSA states that there could be an even further delay of the rule. There is a three-year time frame for the rule to be implemented, and it only applies to truckers who will receive their commercial driver's licenses on or after February 7, 2020.

The new rule establishes a classroom curriculum for individuals who want to obtain CDLs. It also requires applicants to undergo behind-the-wheel training but does not specify a minimum amount of time they should train. The initial version of the rule included a 30-hour behind-the-wheel-training requirement, but the condition was eliminated from the final version.
